Upon requests for my papers published in the Electronic Journal of Geotechnical Engineering (EJGE), I checked these from my web page http://users.metu.edu.tr/mirata/ and found that papers published prior to 2001 cannot be accessed. So I wrote to the editor of EJGE at ejge.editor@gmail.com. The following has been composed using the reply I received:
I understand that it became necessary to store old files in zipped form. The steps to be followed in accessing the desired paper are given, as an example, for Publication no. 12 under Publications in English, on my web page at http://users.metu.edu.tr/mirata/
If you bring the cursor to the link given for this publication, at the bottom of the page, you can see the year as 1999 and the paper no. as Ppr9903. If you now enter
the directory for 1999 appears.
If you click on Ppr9903.zip in this directory, the following is downloaded:

By double clicking Ppr9903 the following folder contents opens:
