Bu alanda \u00f6nemli mesafeler kat etti\u011fimiz de bir ger\u00e7ektir. 1996 y\u0131l\u0131nda Fen Bilimlerindeki g\u00f6revime ba\u015flad\u0131\u011f\u0131mda, \u00dcniversitemizin 2000 y\u0131l\u0131 i\u00e7in y\u0131lda 150 doktora verme hedefi, eri\u015filmesi zor bir rakamd\u0131. Bug\u00fcn mutlulukla ifade etmemiz gerekir ki o d\u00f6nemde ba\u015flatt\u0131\u011f\u0131m\u0131z \u00d6YP program\u0131 ve yeni Enstit\u00fcler ve lisans\u00fcst\u00fc programlar\u0131m\u0131zla bu hedefin \u00e7ok \u00f6tesine ge\u00e7tik. \u015eu anda ortalama y\u0131lda 250 doktora vermekteyiz. Bu say\u0131m\u0131z\u0131 artt\u0131rarak s\u00fcrd\u00fcrmemiz elbette ki \u00e7ok \u00f6nemli. \u00dclkemiz i\u00e7in y\u0131lda 10000 doktoran\u0131n en az\u0131ndan %5\u2019ini ODT\u00dc\u2019n\u00fcn sa\u011flamas\u0131n\u0131 beklemek ger\u00e7ek\u00e7i say\u0131labilecek bir hedeftir. Bu s\u00fcre normal ko\u015fullarda -yurtd\u0131\u015f\u0131nda- doktorasonras\u0131 ara\u015ft\u0131rmac\u0131 ile uyumlu bir s\u00fcredir. Bizde doktorasonras\u0131 ara\u015ft\u0131rmac\u0131 olmay\u0131nca projeler a\u011f\u0131rl\u0131kl\u0131 olarak y\u00fcksek lisans \u00f6\u011frencileri ile e\u015fle\u015fmektedir. Nitekim mevcut durumda \u00e7o\u011fu Uluslararas\u0131, T\u00fcbitak , Sanayi Bakanl\u0131\u011f\u0131 ve benzeri kurulu\u015f projeleri y\u00fcksek lisans \u00f6\u011frencilerimiz g\u00f6revlendirilmek sureti ile y\u00fcr\u00fct\u00fclmektedir. Di\u011fer bir ifade ile proje destek mekanizmalar\u0131m\u0131z doktora programlar\u0131m\u0131z\u0131 de\u011fil y\u00fcksek lisans programlar\u0131m\u0131z\u0131 destekler mahiyettedir. Doktora a\u011f\u0131rl\u0131kl\u0131 lisans\u00fcst\u00fc e\u011fitime ge\u00e7ebilmemiz, proje destek s\u00fcrelerinde farkl\u0131la\u015fmaya gitmemizi gerekli k\u0131lmaktad\u0131r. Projelerin doktora \u00f6\u011frencileri ile e\u015fle\u015fmesi i\u00e7in proje s\u00fcrelerinin 3 y\u0131ldan daha uzun olmas\u0131na ihtiya\u00e7 vard\u0131r. T\u00fcm ele\u015ftirilen y\u00f6nlerine ra\u011fmen, \u00d6YP program\u0131 belki de \u00dcniversitemizin bu alanda ortaya koydu\u011fu en \u00f6nemli giri\u015fim olmu\u015ftur. Program\u0131n ba\u015flat\u0131lmas\u0131nda ve \u015fekil almas\u0131nda eme\u011fi ge\u00e7mi\u015f biri olarak, ilk olu\u015fturuldu\u011funda program her ne kadar 4 y\u0131ll\u0131k bir s\u00fcreyi hedef alm\u0131\u015f ise de, fiili durum bundan farkl\u0131 olmu\u015ftur. \u00c7o\u011fu \u00d6YP mensubumuz \u00fcniversitelerine ancak 6-8 y\u0131l sonra d\u00f6nebilmi\u015flerdir.<\/p>\n<p>\u015eimdiye kadar elde etti\u011fimiz birikim, Lisans\u00fcst\u00fcnde tedrici d\u00f6n\u00fc\u015f\u00fcm\u00fc hedeflemek yerine <strong>h\u0131zl\u0131 d\u00f6n\u00fc\u015f\u00fcm\u00fc<\/strong> esas alman\u0131n daha do\u011fru olaca\u011f\u0131n\u0131 g\u00f6stermektedir. Bu durum \u00d6YP i\u00e7in ge\u00e7erli oldu\u011fu kadar, ara\u015ft\u0131rmac\u0131 yeti\u015ftirme i\u00e7in de ge\u00e7erlidir. Kuzey Amerika \u00fcniversitelerinin bu konuda bizden \u00e7ok daha ba\u015far\u0131l\u0131 olduklar\u0131 bir ger\u00e7ektir. Nitekim Kuzey Amerika \u00fcniversitelerine g\u00f6nderdi\u011fimiz mezunlar\u0131m\u0131z \u00a0birinci sene sonunda \u00fcniversitemizi ziyarete geldiklerinde, her y\u00f6n\u00fc ile donan\u0131ml\u0131, ara\u015ft\u0131rmaya haz\u0131r ara\u015ft\u0131rmac\u0131lar haline geldiklerini g\u00f6zlemlemekteyiz. Bu programlar\u0131n, son derece yo\u011fun ders ve \u00f6dev i\u00e7erdi\u011fini, bu y\u00f6nleri ile de bizim uygulad\u0131\u011f\u0131m\u0131z ilk y\u0131l programlar\u0131m\u0131zdan farkl\u0131 oldu\u011funu biliyoruz. Belki bu alanda Kuzey Amerika \u00dcniversitelerine bakmak yerine kendi \u00f6rneklerimizden yola \u00e7\u0131kmak daha ger\u00e7ek\u00e7i bir yakla\u015f\u0131m olur. \u0130ngilizce haz\u0131rl\u0131k okulumuzun 70 &#8211; 80\u2019li y\u0131llardaki uygulamalar\u0131 h\u0131zl\u0131 d\u00f6n\u00fc\u015f\u00fcm s\u00fcre\u00e7lerine g\u00fczel bir \u00f6rnek te\u015fkil etmektedir. Anadolu\u2019nun farkl\u0131 y\u00f6relerinden gelen \u00f6\u011frenciler sabahtan ak\u015fama kadar yo\u011fun ders, arkas\u0131ndan yo\u011fun \u00f6dev ile bir akademik y\u0131l i\u00e7erisinde h\u0131zl\u0131 bir d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecini ya\u015fayarak lisans e\u011fitimlerine her y\u00f6n\u00fc ile haz\u0131r hale gelmi\u015flerdir. Doktora programlar\u0131m\u0131zda h\u0131zl\u0131 d\u00f6n\u00fc\u015f\u00fcm\u00fc hedefleyen 1 y\u0131ll\u0131k bir program\u0131 olu\u015fturabilirsek, bu program\u0131 tamamlayan ba\u015far\u0131l\u0131 \u00f6\u011frencilerin doktora tamamlama s\u00fcrelerinin daha makul olaca\u011f\u0131n\u0131 beklemek do\u011fald\u0131r.<\/p>\n<p><a href=\"https:\/\/blog.metu.edu.tr\/ozturk\/files\/2016\/06\/accelrated.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-302\" src=\"https:\/\/blog.metu.edu.tr\/ozturk\/files\/2016\/06\/accelrated-1024x620.jpg\" alt=\"accelrated\" width=\"485\" height=\"294\" srcset=\"https:\/\/blog.metu.edu.tr\/ozturk\/files\/2016\/06\/accelrated-1024x620.jpg 1024w, https:\/\/blog.metu.edu.tr\/ozturk\/files\/2016\/06\/accelrated-300x182.jpg 300w, https:\/\/blog.metu.edu.tr\/ozturk\/files\/2016\/06\/accelrated-768x465.jpg 768w, https:\/\/blog.metu.edu.tr\/ozturk\/files\/2016\/06\/accelrated.jpg 1050w\" sizes=\"auto, (max-width: 485px) 100vw, 485px\" \/><\/a><\/p>\n<p>Makul s\u00fcrelerde doktora programlar\u0131n\u0131n tamamlanabilmesi i\u00e7in, s\u00fcre uzamas\u0131na neden olan di\u011fer etkenlerin de ortadan kald\u0131r\u0131lmas\u0131 gereklidir. Bu a\u00e7\u0131dan \u00f6zellikle deneysel \u00e7al\u0131\u015fmalarda malzeme ve gere\u00e7 temininde olu\u015fan aksamalar\u0131n ve zaman kayb\u0131n\u0131n ortadan kald\u0131r\u0131lmas\u0131 yararl\u0131 olacakt\u0131r. Bu kapsamda sadece s\u00fcre\u00e7ler de\u011fil ama anlay\u0131\u015f olarak da ciddi bir reforma ihtiyac\u0131m\u0131z oldu\u011fu bir ger\u00e7ektir. Sat\u0131n alma i\u015flemleri yo\u011fun b\u00f6l\u00fcmlerimizde s\u00fcre\u00e7lere destek verecek eleman s\u0131k\u0131nt\u0131s\u0131 had safhadad\u0131r Mevcut durumda \u00f6\u011fretim \u00fcyelerimiz ve ara\u015ft\u0131rma g\u00f6revlilerimiz bilfiil sat\u0131n alma g\u00f6revlisi olarak g\u00f6rev yapmaktad\u0131r. Bu a\u00e7\u0131dan, BAP koordinat\u00f6rl\u00fc\u011f\u00fcn\u00fcn eleman a\u00e7\u0131s\u0131ndan ciddi olarak desteklenmesine ihtiya\u00e7 vard\u0131r. Bu destek sa\u011flanarak BAP g\u00f6revlilerimizin hem BAP koordinat\u00f6rl\u00fc\u011f\u00fcnde hem de projelerine bakt\u0131klar\u0131 b\u00f6l\u00fcmlerde yar\u0131m g\u00fcn baz\u0131nda g\u00f6rev yapmalar\u0131 s\u00fcre\u00e7leri h\u0131zland\u0131rmak a\u00e7\u0131s\u0131ndan faydal\u0131 olacakt\u0131r. Malzeme ve gere\u00e7 temininde hedef en k\u0131sa s\u00fcrede tedarikin sa\u011flanmas\u0131 olmal\u0131d\u0131r.
